Context
What does the EU unemployment rate measure?
The euro area unemployment rate measures the share of the labour force that is without work, available to work, and actively seeking employment. It is seasonally adjusted and published monthly by Eurostat as part of the EU Labour Force Survey.
The figure covers the euro area 20 (changing composition), not the broader EU27. A person is counted as unemployed if they are aged 15–74, did not work during the reference week, and took active steps to find a job in the previous four weeks.
The euro area rate masks wide variation between member states. Countries such as Germany and the Netherlands have historically reported rates well below the aggregate, while southern and eastern member states have often been above it.
